[aubio-user] --enable-$x and --disable-$x tweaks to wscript

I've made a few changes to wscript to make packing aubio easier.  I
can float them on the list for comments (git send-email …), or folks
can just browse my repository.

The following changes since commit ac67de78638ac96266ad7c5bffc44f1ef4fa1c46:

  src/tempo/tempo.c: always set last_beat (2013-04-13 22:23:04 -0500)

are available in the git repository at:

  git://tremily.us/aubio.git enable-disable

for you to fetch changes up to 0ebcb4aed52f60a7c57965d1f20f40f39af9050b:

  wscript: With --enable-$x, the existence of $x should be mandatory (2013-04-18 10:35:04 -0400)
